General provisions

Foreign citizens and stateless persons, arriving in Russia to study at BMSTU, including students of the preparatory department, as well as exhange students, must strictly follow the migration rules of the Russian Federation. The legal status of a foreign citizen in the Russian Federation is determined by the following regulatory legal acts:

  1.  The Federal Law № 114-FZ of August 15, 1996 “On The Procedure For Exiting And Entering The Russian Federation”
  2. The Federal Law № 115-FZ of July 25, 2002 “On the Legal Position of Foreign Citizens in the Russian Federation”
  3. The Federal Law No. 109-FZof 18 July 2006 “On Migration Registration of Foreign Nationals and Stateless Persons in the Russian Federation” (“the Registration Law”)
  4. The Federal Law No. 163-FZ of 27 June 2018 “On amending the Federal Law “On registering
    foreign nationals and stateless persons with migration authorities in Russia” (“Federal Law No. 163″)
  5. The Decree of the Government of the Russian Federation of 15 January 2007 No. 9 “On the procedure of migration registration of foreign nationals and stateless persons in the Russian Federation”
  6. The Decree of the Government of the Russian Federation №335 of 09 June 2003 “On approval of the Regulation on the establishment of the form of visas, the procedure and conditions of its registration and issuance, renewal of its action, the recovery in case of loss, as well as the order of cancellation of visa”

  8. The Code of the Russian Federation on Administrative Offense.

    A foreign citizen, if staying within the territory of the Russian Federation, must pass the
    migration registration at the place of temporary residence in a manner and in terms of the Federal Law № 109-FZ of July 18, 2006 “On Migration Registration of the Foreign Citizens and Stateless Persons in the Russian Federation” and by the Federal Law of June 27, 2018 No. 163-FZ “On Amending the Federal Law “On the Migration Registration of Foreign Citizens and Stateless Persons in the Russian Federation”, or by the Bilateral Agreement with the Russian Federation.

    The migration registration is a notification of the Territorial Migration Body of the Ministry of Internal Affairs of the Russian Federation) on arrival of a foreign citizen at the place of stay and it must be completed within seven working days of arrival of a foreign citizen in the Russian Federation.
    One should know that all procedures for the migration registration are carried out by the receiving party (for a BMSTU foreign student – this is the Department of International Scientific and Educational Cooperation of the University, the Visa and Registration Department).

    On arrival at the place of stay, a foreign citizen presents to the receiving party his passport and migration card, which is filled out upon entry the Russian Federation.

    When leaving, a foreign citizen informs the receiving party about the departure. In case when a foreign citizen changes his place of stay in the Russian Federation, on arrival at a new place of stay he presents to the receiving party there the passport, the migration card and the detachable part of the notification form of arrival at the previous place of stay.

    Please note that the period of temporary stay of a foreign citizen in the Russian Federation is determined by the validity period of the issued visa.

You can apply for a visa extension 3 months before the visa expiration date.

The deadline for submitting documents for a visa extension is 20 working days before the expiration of the visa.

Students who are planning a trip to Russia are required to notify the Migration Department of the Office of International Scientific and Educational Cooperation and register for migration at the place of stay during the trip. At the end of the trip, re-insert into the migration register at the hostel address.
